So how is that expected to work?
By default root account login via SSH is disabled, one should enable
it via setting "PermitRootLogin yes" in /etc/ssh/sshd_config. We are
stateless by default, empty /etc, thus one needs to create that file
to set admin options.
I will check the instructions again to make sure that they direct
users to use serial console on first boot.
