- copied common-session from /usr/share/pam.d to /etc/pam.d/
- added username - memlock unlimited to /etc/security/limits.conf

/etc/pam.d/common-session
- rebooted
- checked with ulimit -l, but I still got the default value.
Pretty sure those limits are set by systemd, not PAM. So check
/etc/systemd/user.conf (man systemd-user.conf).
